Amends application notification requirements to exempt permit by rule notifications, waste transporter applications, and occupational licenses from board notification and public notice requirements

Changes the deadline for filing an appeal of a compliance order from 10 working days after "receipt of the order by a responsible party" to 10 working days after "service of the order"

Extends the timeline for the Board of Environmental Protection to hold hearings on appealed compliance orders from 15 working days to a maximum of 90 days after receipt of the application

Requires board decisions on compliance order appeals to be published within 2 working days after the board decision, rather than after the hearing and vote
