University of Maine System must study the feasibility of expanding the current juris doctor program at the University of Maine School of Law to include distance learning courses, as well as creating a fully online (100% distance learning) JD program

Study must analyze operating costs and anticipated enrollment effects for both a hybrid distance learning option and a completely online degree program

Study must examine the process and costs of obtaining American Bar Association acquiescence to offer distance learning JD programs

Study must evaluate the benefits and disadvantages of both distance learning approaches

Report with findings and any suggested legislation due to the Legislature's education committee by November 4, 2026, with potential legislation to follow in 2027
