Requires voters to present photo identification when voting in person, in addition to stating name and residence address to election clerks

Acceptable photo IDs include: Maine driver's license or non-driver ID card, U.S. passport, military identification, or concealed handgun permit with photograph

Explicitly excludes college or university identification from acceptable forms of voter ID

Creates a free special voter photo identification card available from the Secretary of State for voters who lack other acceptable ID

Takes effect January 1, 2026
