LD 39 - Forest Carbon Program Reporting Requirements

• Landowners must report to the state director whenever any portion of their Maine forest land is enrolled in a forest carbon program or project
• Required report information includes: program/project name, developer name, registry identification number, landowner contact information, enrollment period, and total acreage by town/township/plantation
• Defines "forest carbon credit" as a unit equivalent to one metric ton of CO2 emissions avoided, removed, or absorbed through forest management activities
• Landowners already enrolled in forest carbon programs prior to the law's effective date must file their report by July 1, 2026
• Reports are due annually during January for the preceding year, consistent with existing harvest reporting requirements
