Unaccompanied minors and emancipated minors may obtain certified or noncertified copies of their own vital records at no cost from the state registrar

Minors may give written permission for directors of emergency shelters, runaway/homeless youth organizations, or continuum of care agencies to obtain their vital records on their behalf

Social workers, school administrators, and teachers providing services to the minor may also receive records with the minor's written permission

"Unaccompanied minor" is defined as a person under 18 not accompanied by a parent or guardian at the time of the records request
