Expands mandatory destruction of forfeited firearms from only those used in murder/homicide crimes to all firearms forfeited under Maine's general criminal sentencing provisions

Eliminates the exception that previously allowed third parties to reclaim forfeited firearms by proving they had a right to possess the firearm to the exclusion of the convicted person

Narrows the remaining exception for third-party claims: only rightful owners from whom the firearm was stolen (who were not accomplices) may petition to prevent forfeiture

Aligns juvenile code firearm forfeiture provisions with the amended adult criminal sentencing requirements

Directs the Attorney General to update rules governing disposition of forfeited firearms to state, county, and municipal agencies, including destruction processes
