Proposes adding Section 26 to Article I of the Maine Constitution establishing that parents or guardians hold the "natural, inherent and unalienable rights" of minor children until age of majority or emancipation

Prohibits the State, political subdivisions, and all governmental entities from infringing on parental authority to direct children's upbringing, education, and physical, mental, and spiritual health care

Creates exceptions allowing government intervention in cases of parental abuse or neglect, or criminal acts committed by the minor

Requires two-thirds approval from both legislative branches, then placement on a November statewide ballot for voter ratification

Amendment would take effect upon the Governor's proclamation if approved by a majority of voters
