Creates a new "purveyor of spirits" license ($500 fee) allowing qualifying agency liquor stores with at least 1,500 product codes and 50% liquor sales to conduct unlimited spirits taste-testing events, including mixed drinks

Lowers the passenger threshold for vessels eligible for liquor licenses from 25 to 12 passengers and allows licensed hotels to permit guests to transport purchased alcohol to their rooms

Establishes a framework for advertising and sponsorship agreements between wholesalers/certificate of approval holders and licensed venues (auditoriums, stadiums, performing arts centers), with written agreements required and subject to reporting requirements

Increases the annual limit on things of value that licensees may receive from liquor industry participants to $750, while prohibiting cash and gift cards; effective January 1, 2026

Adds licensed restaurants to the list of establishments eligible for off-premises catering licenses and changes lottery and alcoholic beverage bureau annual reporting from calendar year to fiscal year basis
