Prohibits any person from engaging in, authorizing, or funding geoengineering activities in Maine, defined as deliberate, large-scale intervention in Earth's natural systems to counteract climate change

Covered activities include carbon dioxide removal techniques, solar radiation management, stratospheric aerosol injection (releasing reflective particles via aircraft or balloons), and weather modification techniques such as cloud seeding

Exempts scientific research authorized by the Department of Environmental Protection if conducted in controlled environments without releasing substances into the atmosphere; exempted researchers must submit annual reports on activities and environmental effects

Violations constitute a Class E crime with a fine of $10,000 per day the violation continues, enforced by the Department of Environmental Protection
