Creates a new "certified rabies vaccinator" position allowing non-veterinarians appointed by the Commissioner of Agriculture to administer rabies vaccines to animals after completing a state-developed training program

Requires at least one certified rabies vaccinator to be appointed in each county, with appointments made in consultation with the Animal Welfare Advisory Council

Certified rabies vaccinators serve as volunteers unless employed by the State or a licensed animal shelter, and must work under direct or indirect supervision of a licensed veterinarian

Allows licensed animal shelters to request staff members be appointed as certified rabies vaccinators in a limited capacity to vaccinate animals in shelter care or at antirabies clinics

Grants civil liability immunity to certified rabies vaccinators for actions taken in accordance with the law, and authorizes them to issue rabies vaccination certificates and tags
