Establishes the Alamoosook Lake Watershed Management District as a quasi-municipal corporation to assume ownership and operation of the dam on Alamoosook Lake, including water level management, inspections, and planning for repairs or upgrades.

Governed by a 5-member board of trustees: 3 appointed by the Town of Orland and 2 elected by waterfront property owners, with staggered terms of 1-3 years initially, then 3-year terms thereafter.

Funding split between the Town of Orland (50% of required funds, subject to voter approval at town meeting) and waterfront property owners (assessed proportionally based on shoreline frontage, capped at 300 feet per parcel).

Budgets under $100,000 require majority board approval; budgets of $100,000 or more require two-thirds approval, with the threshold adjusted annually for inflation based on the Consumer Price Index.

Enacted as emergency legislation and requires a referendum by Town of Orland voters after June 1, 2025 (within 2 years) to take full effect; the district may be dissolved upon asset disposition and majority board vote.
