Creates a new "outfitter" license category for owners and operators of hunting, fishing, or recreation businesses who are not registered Maine guides, with a license fee of $135

Requires all outfitter license applicants to undergo state and federal criminal background checks, including fingerprinting through the State Police and FBI

Amends the definition of "guide" to clarify it means a person who provides services accompanying or assisting others in outdoor activities where guide training is essential for safety

Background check results are confidential and for official use only; fingerprints may be removed from state files upon written request after license expiration or automatically after 7 years without a license

Directs the Department of Inland Fisheries and Wildlife to adopt routine technical rules to implement the new licensing chapter
