Requires ATVs operated on public ways to be 30-70 inches wide and equipped with brakes on each wheel, headlights, taillights, mirrors, speedometer, muffler, seat belts (for side-by-side models), and tires no taller than 26 inches

Grants the Department of Transportation, municipalities, and counties authority to prohibit or restrict ATV use on specific roads for public safety reasons

Repeals the existing law prohibiting off-road vehicles from being registered and does not affect ATV operation on off-road trails
