Establishes a uniform $20 maximum inspection fee for all motor vehicles, replacing the current tiered system ($12.50 for standard inspections, $15.50 for pre-1996 vehicles, $18.50 for 1996 and newer vehicles)

Authorizes the Chief of State Police to require an electronic inspection program that uses electronically generated data and maintains digital inspection records

Permits the State Police to contract with private entities to implement the electronic inspection system and phase in its statewide rollout

Allows the State Police to charge inspection stations a per-inspection fee for using the electronic program, capped at the actual cost to the State

Increases the school bus inspection fee from $8 to $20 per vehicle
