Superintendents must approve student transfers between school administrative units when the parent approves and the receiving district has capacity to enroll the student

Receiving school administrative unit must have adequate physical space and enrolling the student must not require hiring additional staff for a transfer to be approved

Removes the commissioner's authority to review and approve/disapprove transfer requests on appeal from parents

Eliminates the state board's role as final arbiter of transfer disputes within 45 calendar days

Parents remain responsible for providing transportation to the receiving school, and superintendents must provide written explanation if a transfer is denied due to capacity limitations
