Allows cultchless oyster harvest under municipal shellfish conservation ordinances that regulate American oysters and have department-issued transplant permits

Permits aquaculture license holders (section 6810-B) and wholesale/retail seafood dealers (sections 6851/6852) to handle cultchless oysters exceeding the 20% threshold from authorized lease sites

Tolerance levels measured by numerical count of 1-4 pecks sampled randomly from various parts of the bulk pile
