Expands existing telephone service regulations in Maine jails and correctional facilities to include video call services, effective October 1, 2025

Increases free calling allowance for Department of Corrections residents from 30 to 90 minutes per week and removes the $10 account balance threshold requirement

Requires jails to provide 90 minutes of free telephone and video calls per week to residents with less than $50 in their jail account, with unused minutes carrying over

Mandates free telephone and video calls between residents and their attorneys in both jails and state correctional facilities

Prohibits service providers from charging connection fees, account deposit fees, or fees for providing the required free calls, and caps rates at FCC-established levels
