Establishes the Maine Health Care Provider Loan Repayment Program as permanent law within the Finance Authority of Maine, replacing the previous pilot program

Requires health care professionals to commit to living and working in Maine for at least 3 years to qualify for loan repayment

Provides up to $25,000 per year in loan repayment, with a maximum of $75,000 total or 50% of the recipient's outstanding student loan balance, whichever is less

Targets critical workforce shortages in behavioral health and oral care sectors exacerbated by the COVID-19 pandemic

Creates a nonlapsing Maine Health Care Provider Loan Repayment Fund that can accept state, federal, and private funding sources
