Replaces tiered inspection fee caps ($12.50, $15.50, $18.50 based on vehicle model year) with a single maximum fee of 2.5 times Maine's minimum wage, regardless of vehicle age

Increases school bus inspection fee cap from $8 to 2.5 times the state minimum wage per inspection

Allows inspection stations to be exempted from electronic inspection requirements if they demonstrate economic hardship

Permits the Chief of State Police to charge inspection stations a per-inspection fee for using the electronic system, capped at the state's actual program costs
