Changes post-viability abortion standard from physician determination of necessity to requiring abortion be "medically necessary" to preserve the mother's life or health

Adds exception allowing post-viability abortion when fetus is diagnosed with a lethal anomaly expected to result in death within 3 months of birth

Reestablishes Class C crime penalty for unlicensed persons performing abortions or assisting unlicensed persons in performing abortions

Creates Class D crime for performing post-viability abortion when the provider knowingly disregarded fetal viability and knew the procedure was not necessary to preserve the mother's life or health
