Grants the DHHS commissioner, commissioner's delegate, or department legal counsel authority to issue subpoenas for information and records necessary for investigating reports of suspected abuse, neglect, exploitation, or credible licensure violations

Subpoena power extends to confidential health care information protected under section 1711-C

Department may apply to District Court to enforce subpoenas if recipients do not comply

Provides civil and criminal immunity to persons who comply with subpoenas for any liability that might otherwise result from disclosing information or records

Requires all information obtained by subpoena to be treated confidentially in accordance with existing statutory provisions (sections 1828 and 7703)
