Authorizes the Secretary of State to issue enhanced driver's licenses and enhanced nondriver identification cards that meet Western Hemisphere Travel Initiative requirements, allowing U.S. citizens to re-enter from Canada, Mexico, the Caribbean, and Bermuda without a passport

Enhanced 6-year noncommercial driver's license fee set at $55 (compared to $30 for standard), and enhanced 5-year commercial license fee set at $59 (compared to $34 for standard) for persons under 65

Enhanced 4-year licenses for persons 65 and older: $40 for noncommercial (vs. $20 standard) and $47 for commercial (vs. $27 standard)

Enhanced nondriver identification card fee established at $30, with duplicate enhanced licenses or ID cards also costing $30

Holders prohibited from possessing an enhanced driver's license simultaneously with another license of the same class or restriction
