Proposes adding Section 26 to Article IX of the Maine Constitution establishing the right to hunt, fish, and harvest game and fish, including by traditional methods, as a protected right that may not be infringed

Allows reasonable laws enacted by the Legislature and rules adopted by the state fish and wildlife agency to regulate hunting and fishing for conservation, wildlife management, and preserving hunting and fishing traditions

Designates public hunting and fishing as the preferred means of managing and controlling wildlife populations

Explicitly preserves existing laws relating to eminent domain, trespass, and property rights, clarifying the amendment does not override private property protections

Requires two-thirds approval from both legislative chambers, followed by a statewide referendum in November for voter ratification by simple majority
