Prohibits any person from engaging in geoengineering activities in Maine, defined as intentional large-scale interventions in Earth's natural systems including stratospheric aerosol injection, cloud seeding, weather modification, and excessive electromagnetic/radio frequency emissions.

Violations constitute a Class C crime with fines of $500,000 per day the violation continues, plus any other applicable penalties.

Department of Environmental Protection must enforce the prohibition, investigate potential violations, and issue cease-and-desist notices to violators.

If geoengineering involves the federal government, another state, or foreign country, DEP must notify them the activity is prohibited and bar them from future atmospheric activities over Maine.

DEP must post information on its website encouraging the public to monitor, document, and report suspected geoengineering incidents for investigation.
