Requires electronic copies of completed marriage intention applications and marriage licenses to be attached to marriage records in the state's electronic vital records system specified by the State Registrar of Vital Statistics

Extends the deadline for returning marriage licenses after solemnization from 7 to 15 working days; licenses returned after 15 days must be marked as late filings

Allows married parties, not just the officiant, to return the marriage license to the State Registrar or issuing clerk

Establishes a process for delayed marriage registration when no record exists in state or municipal files, allowing the State Registrar to accept registration of marriages that occurred in Maine

Adds explicit language that upon completion of solemnization with required witnesses and signatures, parties are considered legally married
