Extends the timeline for a vehicle to be declared abandoned from the standard period to 120 days when the vehicle owner is involuntarily hospitalized for psychiatric treatment

Prohibits the Secretary of State from issuing a letter of ownership or certificate of title to another party until at least 120 days after notification of the owner's involuntary hospitalization

Caps storage charges at $600 for the initial 30-day period and $1,500 for each subsequent 30-day period when the owner is involuntarily hospitalized

Allows notification of involuntary hospitalization to be provided in writing by the hospital, the vehicle owner, or another individual authorized by the owner with supporting documentation
