Prohibits landlords from refusing to rent or negotiate rentals based on a person's source of income, including federal/state/local public assistance, rental vouchers, Social Security benefits, and payments from nongovernmental organizations

Bars landlords from assessing a tenant's ability to pay the full rent amount when a portion is covered by housing subsidies; financial assessments may only apply to the unsubsidized portion

Exempts owners of fewer than 4 residential rental units from the source of income discrimination provisions

Provides aggrieved persons with civil remedies plus a monetary penalty of $1,000 or actual damages, whichever is greater

Takes effect January 1, 2026
