Creates a special open enrollment period from October 1, 2025 to November 30, 2025 for county/municipal law enforcement officers and municipal firefighters who previously declined to enroll in the retiree health insurance program

Eligible employees must have held their position for longer than 5 years and previously elected not to enroll in the program

Employees enrolling 5 or more years after their hire date must contribute 3% of their gross wages from hire date to enrollment date to the program fund

Amends biennial reporting requirements to explicitly include enrollment data in the program status reports submitted to the Legislature's insurance and financial services committee
