Creates a new senior retiree lobster and crab fishing license for Maine residents aged 65 or older who have lived in the state for at least 10 years and previously held a commercial lobster license for 3 or more consecutive years

Limits senior retiree license holders to a maximum of 100 lobster traps submerged at any one time in Maine coastal waters

Restricts fishing season for senior retiree license holders from May 1st through December 1st, when all traps must be removed

Sets the license fee at $60, matching the noncommercial lobster and crab fishing license fee

License holders may fish for, take, possess, ship, transport, and sell lobsters and crabs they have caught, but may not remove meat from the shell
