Increases County Jail Operations Fund appropriations from $20,342,104 to $25,445,838 annually beginning July 1, 2025, then to 20% of the total General Fund appropriation for state correctional facilities beginning July 1, 2026

Requires an additional annual state appropriation beginning July 1, 2026 equal to 90% of county jail costs for complying with mandatory standards established by the Commissioner of Corrections

Redistributes quarterly funding payments from non-compliant jails that fail to report required information by fiscal year-end to jails that meet reporting requirements

Changes the Commissioner's obligation from "consider" to "incorporate" advisory input from the County Corrections Professional Standards Council when adopting jail rules and standards

Assigns administrative services costs for the County Corrections Professional Standards Council to the Department of Corrections
