Creates private right of action allowing individuals to sue schools for violations including lost athletic opportunities, encountering opposite-sex individuals in designated facilities, or being required to share sleeping quarters with opposite-sex individuals

Establishes 2-year statute of limitations for civil actions, with prevailing plaintiffs entitled to declaratory and injunctive relief, compensatory damages including for psychological harm, and attorney's fees
