Standardizes terminology throughout Maine statutes by consistently referring to the "State Workforce Development Board" and adding statutory citations (Title 26, section 2006) where the board is referenced

Removes the requirement that appointed board members representing business, industry, organized labor, and other interests be subject to legislative review and confirmation

Requires the appointment of the board chair to be subject to review by the joint standing committee on labor matters and confirmation by the Legislature

Allows the Governor to appoint an interim chair for a one-time term of no more than 6 months without legislative review or confirmation

Changes rulemaking authority for industry partnership operations from "major substantive rules" to "routine technical rules," reducing the level of legislative oversight required
