Establishes an 11-member Independent Commission to Study the Effects of 5G and Other Non-ionizing Radio Frequency Radiation-emitting Technology, with appointments by the Senate President (5), House Speaker (5), and Governor (1)

Commission members must include experts in radio frequency engineering, wildlife biology, public health policy, entomology, and physics, plus one public member with a health condition related to electromagnetic radiation exposure

Members must certify they have no direct financial interest in wireless communication services, technology companies, or wireless industry organizations, including research funding or consulting fees from such entities

Commission duties include reviewing scientific literature on effects of 5G and non-ionizing radio frequency radiation on birds, bees, insects, and other wildlife, as well as long-term and acute exposure effects on children including cancer risk, neurological function, and brain development

Report with findings and policy recommendations due to the Joint Standing Committees on Energy, Utilities and Technology and Education and Cultural Affairs by December 3, 2025
