Requires exempt organizations to provide written disclosure to applicants and covered persons stating the coverage is not insurance, not subject to insurance regulations, not under state superintendent jurisdiction, and members may be personally liable for unpaid medical expenses

Removes these organizations from the definition of "health insurance" and related terms such as "carrier," "health benefit plan," and "health insurer" under Maine law
