Establishes the Outdoor School for All Maine Students Program, administered by the University of Maine Cooperative Extension Service, to provide grants for immersive outdoor education experiences for students in grades 4-8

Requires outdoor programs to offer 2-night, 3-day experiences (or day programs when overnight is impractical) focused on natural resources, science, environmental education, and social-emotional development

Prioritizes funding for historically underserved communities including tribal schools, migrant students, schools with high free/reduced lunch rates, rural schools, students of color, English language learners, and students with disabilities

Creates a nonlapsing program fund with $500 allocated for fiscal years 2025-26 and 2026-27; the Extension Service is not required to provide services beyond available funding

Enacted as emergency legislation effective May 23, 2025, with annual reporting to the Legislature beginning March 1, 2026 on program accessibility and workforce impact
