Children from birth through age 5 who enroll in Medicaid or the Children's Health Insurance Program (CHIP) would receive continuous coverage regardless of family income changes, maintained through the end of the month they turn 6

Department of Health and Human Services must apply to the federal Centers for Medicare and Medicaid Services by December 31, 2025 for a waiver or demonstration project to implement continuous eligibility

Continuous coverage can only be terminated if the child moves out of Maine, the parent/guardian requests termination, the child dies, or eligibility was erroneously granted due to agency error, fraud, abuse, or perjury

Implementation requires federal approval before the department can adopt rules establishing continuous eligibility
