Creates a new $4 permit allowing hunters with valid hunting licenses to hunt coyote over bait from September 1st to December 15th

Limits coyote baiting to towns with active deer wintering areas in wildlife management districts 1-14, 18, 19, 27, and 28

Hunting coyote over bait without a permit constitutes a Class E crime with a minimum $50 fine plus twice the applicable license fee per day of violation

Directs the Commissioner of Inland Fisheries and Wildlife to adopt rules for coyote bait placement and permit administration
