Amends the Maine Constitution to change the House of Representatives from a fixed 151 members to a flexible range of 151 to 155 members, requiring the total to be an odd number

Requires two-thirds approval from both legislative chambers to place the amendment on a statewide ballot in November

Maintains existing redistricting requirements: districts must be contiguous, compact, cross political subdivision lines minimally, and be equally populated based on federal census data

Amendment takes effect upon proclamation by the Governor if approved by a majority of voters in the referendum
