Expands eligible properties for the Maine Redevelopment Land Bank Authority to include abandoned, blighted, functionally obsolete, environmentally hazardous properties, and properties municipalities cannot redevelop on their own

Grants the Authority general corporate powers under Maine corporate law (Title 13-C, section 302)

Authorizes the Authority to enter into agreements with private entities and persons, with municipal consent required for property acquisitions from private parties

Broadens federal agency agreement authority from only redevelopment funding to any purpose that effectuates the chapter's goals

Removes requirement that the Authority's assistance to other redevelopment entities follow specific Development Ready Advisory Committee best practices
