Agency rules adopted after January 1, 2026 automatically expire 5 years from adoption; rules adopted on or before that date automatically expire on January 1, 2030

Agencies may request renewal of rules for up to 5 additional years by submitting a cost-benefit analysis to the Legislature between 1-2 years before expiration

Legislative committees must establish review schedules to evaluate all agency rules within their jurisdiction before automatic repeal dates

Agencies seeking automatic renewal of a previously renewed rule must identify 2 other rules they will allow to expire without seeking renewal

New rules adopted after January 1, 2026 must include a statement identifying 2 existing agency rules that will not be renewed before their automatic repeal
