Creates an exemption from Site Location of Development Act review for new dwelling unit construction at existing permitted developments in Maine

Limits exemption to 40,000 square feet of additional disturbed area per calendar year and 80,000 square feet total

Requires multifamily buildings housing more than 4 families to connect to public water and sewer systems to qualify for the exemption

Prohibits construction under this exemption in areas designated for stormwater management, natural resource buffers, or visual buffers

Requires permittees to submit annual notifications to the Department of Environmental Protection with engineer-certified development plans for any construction conducted under the exemption
