Landlords must use inventory checklists at both the start and end of tenancy for rental units requiring security deposits, detailing the condition of all landlord-owned items including carpeting, appliances, walls, plumbing fixtures, and electrical fixtures.

At lease commencement, landlords must provide tenants with 2 blank copies of an identical checklist form; tenants must review, note property condition, and return 1 copy to the landlord within 7 days of taking possession.

The commencement checklist must include a notice in 12-point boldface informing tenants they have 7 days to return the checklist and are entitled to request a copy of the previous tenant's termination checklist showing prior claims.

At lease termination, landlords must complete a termination inventory checklist documenting claimed damages and provide tenants at least 10 days' written notice before conducting the inspection.

Tenants have the right to be present during the termination inspection; if a tenant fails to provide a forwarding address, the landlord is not required to give written notice and may conduct the inspection without tenant notification.
