Requires state contracts for construction, alteration, repair, or rebuilding of state buildings or property to include a clause mandating 100% of workers employed by contractors and subcontractors be Michigan residents for at least 1 year before beginning work.

Allows the percentage requirement to be reduced or omitted if qualified residents are unavailable or if compliance with federal law or regulations concerning federal funds is necessary.

Classifies breach of the residency requirement clause as a material breach of contract.

Exempts employers signatory to collective bargaining agreements that allow for interstate portability of employees from the residency requirement.
