Establishes driver responsibility fees through December 31, 2011, for individuals accumulating 7 or more points on their driving record within a 2-year period: $100 base fee plus $50 for each additional point above 7.

Imposes $1,000 annual fees for 2 consecutive years for convictions of serious violations including manslaughter, felony operation of motor vehicles, DUI offenses, hit-and-run, and fleeing police.

Imposes $500 annual fees for 2 consecutive years for violations including certain DUI-related offenses, driving without insurance, and other specified traffic violations through December 31, 2011.

Requires Secretary of State to send notice of assessed fees and suspend driving privileges if payment is not received within 60 days total; allows installment payment plans up to 24 months and permits reinstatement if driver requests plan and makes proper payments.

Creates fire protection fund to receive $8.5 million annually from collected fees for grants to fire departments in jurisdictions with state-owned facilities; remaining collected fees credited to general fund.
