Amends Michigan Penal Code section 224a to add concealed pistol license holders as authorized users of electro-muscular disruption devices (such as Tasers), allowing them to possess and use these devices for self-defense purposes.

Requires that dealers or authorized sellers provide training on the use, effects, and risks of electro-muscular disruption devices to concealed pistol license holders at the time of sale, with violation as a misdemeanor punishable by up to 30 days imprisonment or $500 fine.

Restricts concealed pistol license holders from using electro-muscular disruption devices except in reasonable self-defense circumstances that would justify physical force, with violation as a misdemeanor punishable by up to 2 years imprisonment or $2,000 fine.

Defines "electro-muscular disruption technology" as devices that create electro-muscular disruption for temporary incapacitation and contain identification and tracking systems that dispense coded material traceable to the purchaser.

Bill's effectiveness is conditional upon simultaneous enactment of House Bill 4155 and House Bill 4164 of the 95th Legislature.
