Amends the firearms licensing law to require applicants to correctly answer 70% or more of questions on a basic pistol safety review questionnaire approved by the Department of State Police, provided free of charge by the licensing authority.

Requires licensing authorities to provide a basic pistol safety brochure to each applicant before taking the safety questionnaire, covering safe handling, storage, pistol types, and ownership responsibilities, supplied by a national nonprofit pistol safety organization.

Allows applicants who fail the initial safety questionnaire to retake it, with a maximum of 2 attempts per day during the licensing authority's normal business hours on the day of application.

Specifies that pistol licenses are void unless used within 10 days of issuance and requires purchasers to return 2 copies of the license to the licensing authority within 10 days after purchase or acquisition.

Permits nonresidents licensed in their home state to carry pistols in Michigan for up to 180 days without obtaining a Michigan license if they meet specific conditions, but requires them to present their home state license upon police demand.
