Amends Section 11 to expand confidentiality protections for unemployment compensation information, allowing disclosure to researchers, contractors, and public agencies conducting public service research under written agreements with specified confidentiality requirements.

Permits disclosure of wage and benefit information to qualified agencies administering child support enforcement, Medicaid, food stamps, public assistance, and housing assistance programs upon execution of data-sharing agreements and reimbursement of costs.

Authorizes the Michigan Employment Security Commission to establish reciprocal agreements with other states and federal agencies for coordinating unemployment compensation claims, wage records, and benefit payments across state lines.

Modifies Section 19a solvency tax provisions to clarify calculation methods for employer solvency taxes when the unemployment compensation fund has negative federal advance balances, capping rates at 2% and allowing deferrals when permitted under federal law.

Effective immediately upon Governor's approval on March 11, 2009.
