Prohibits public bodies and individuals acting on their behalf from using public funds, personnel, facilities, equipment, or other resources to make campaign contributions or expenditures, with specific exceptions.

Allows elected or appointed public officials with policy-making responsibilities to express personal views without restriction.

Permits public employees, including university employees, to contribute to their union's separate segregated fund through payroll deduction if the union fully compensates the public body for the value of resources used.

Exempts factual information dissemination, media broadcasting, and equal-access public facility usage from the prohibition on using public resources for campaign purposes.

Establishes criminal penalties for knowing violations: fines up to $1,000 and up to 1 year imprisonment for individuals, or fines up to $20,000 or the amount of the improper contribution (whichever is greater) for non-individuals.
