Retirants employed by the state on or after October 1, 2007 must forfeit their retirement allowance during the period of state employment, with payments resuming without recalculation when employment ends.

Exempts retirants who were employed by the state on September 30, 2007 and remain in the same position from the forfeiture requirement.

Creates an exception allowing the Department of Corrections to hire retirants for limited-term, per diem health care positions without triggering retirement allowance forfeiture if recruitment efforts have been documented and reported.

Requires the Department of Corrections to notify the state budget office and department of technology, management, and budget within 30 days of hiring a retirant, including the retirant's name, position, and total compensation.

Establishes coordination of benefits provisions requiring health plans to coordinate with Medicare and other coverage plans according to the Coordination of Benefits Act.
