Prohibits willful destruction, mutilation, defacement, or removal of tombs, monuments, gravestones, and cemetery structures by unauthorized persons.

Creates tiered misdemeanor penalties: up to 93 days imprisonment or $500 fine (or 3x damage amount) for damage under $200; up to 1 year imprisonment or $2,000 fine (or 3x damage amount) for damage of $200-$999 or repeat offenders with prior convictions.

Establishes felony penalties of up to 5 years imprisonment or $10,000 fine (or 3x damage amount) if the damaged item is a war memorial or war monument, or if damage totals $1,000-$19,999 with prior convictions.

Increases felony penalties to up to 10 years imprisonment or $15,000 fine (or 3x damage amount) for damage exceeding $20,000 or damage of $1,000-$19,999 with 2 or more prior convictions.

Allows aggregation of separate damage incidents within a 12-month period under a scheme or course of conduct, and requires prosecutors to list prior convictions when seeking enhanced sentences.
